First of all, babies only see in black and white their first few weeks of life. And they have no eye coordination to begin with. Their little muscles have to develop over time. Don't worry. Wait until the baby is about six weeks then take another test.

From my good friend,Kaye, who is legally blind... The thing people don't know about eyesight is that the first few weeks after birth are critical.. and if you don't teach the eyes certain patterns of focusing and gaze at that time, the opportunity is lost. (That's what happened to Kaye.)

Do everything you can to encourage him to focus on things... hang a brightly colored towel or dress in the doorway, to give him something to focus on... When you hold toys for him to look at, hold them about 12-18 inches from his face, hold them directly in front of him, and hold them STILL, so he can focus on them. This will encourage his eye muscles to start to work.

Do what you can to encourage him to focus on as many things as possible during the next few weeks... and get his eyes re-checked. Do NOT WAIT. Do what you can, as a parent, to encourage his eyesight to mature as much as possible over the next few weeks.
