For some reason, the toolbar is blocking me from resetting my webbrowers setttings and managing my add-ons in the "internet options" section.

Follow the provided steps to uninstall Viewpoint Toolbar:

Close all Internet Explorer windows. If you also have AOL and or AIM installed on your computer, you must close those applications.
From the lower left corner of the desktop, click the Start menu.
Click the Settings menu and select Control Panel (switch to the Classic View if using XP). Your selection opens a separate window.
From the Control Panel window, click Add or Remove Programs. Your selection opens a separate window.
From the Add or Remove Programs window, find the Viewpoint Toolbar entry and click the Change/Remove button. All associated files and folders will be removed from your computer.

Start Menu > Control Panel > Add or Remove Programs > Find the Toolbar you want to remove > Hit Remove Program.

Try removing it using Add/Remove Programs in Control Panel. If that doesn't completely remove it, follow the instructions here:
