Unfortunately Pakistan is a hotbed of terrorism. Most of the activity is sectarian in nature, but the Taliban and Al-Qaeda have also been able to set up shop along the border with Afghanistan.
Musharraf isn't doing much about it for a few reasons:
1. He can't really get to them. They are pretty well entrenched in the FATA and NWFP. These are two regions that have never been under any real authority, not by Pakistan or even Great Briton.
2. Musharraf has no real desire to take out the terrorists. We are giving him hundreds of millions of dollars each year to look for him. If they find him they won't get that kind of money anymore. He is too much of an opportunist.
3. He doesn't have a real firm grip on Pakistan. No one in Pakistan (except Musharraf of course) is too thrilled about sending Pakistani soldiers to kill muslims for the American government.
4. We aren't putting real pressure on him. We'll go out to Pakistan to rap his knuckles every once in awhile and he'll cough up some mid level Al-Qaeda operative to give Tony Snow something to talk about, but we are scared to death that he'll get so unpopular that someone will actually succeed in bumping him off. Were that to happen we would most likely have a hardline muslim with a nuclear weapon.
Hope that helps.

Yes he does turn a blind eye to terrorists. ABC News in the States found out that he was hiding Bin Laden in Pakistan. But the neocon management at ABC killed the story. Then months later CNN and others were acting like, oh we broke this really important story. B******t! But that's the corporate media for you.

The world has pushed him to kill his own countrymen in order to find those who are not there and of course "to do more".
What else do you expect that he should blow the whole country up to find bin laden and others produced by the mighty STATES inorder to please those who don't even care or know about there being a state called Pakistan....
