Reliable. I have used PayPal for years with EBay and I have never had a problem with it. I've used it to transfer money to other people and to get money from people. I usually withdraw my balance immediately after someone pays me and it takes about 2-3 days to have the money show up in my bank account. It's easy and reliable.
I started the account with a 0 balance and I always keep it at a 0 balance.

Paypal is a great way to avoid someone stealing your credit card number and your identity. You can just place the amount you need to make the purchase in the account. On-line retailers like it because it's quick and safe. You can open the account with no balance.

I have never had a problem with paypal. And yes, you don't need to deposit money to open an account.
