1941 officially but before that the U.S. was providing weapons to the British, the Russians, and Chinese. In some cases "volunteers" fought under the flags of the British Empire and the Republic of China.

However the Europe was already at war in 1939 and Asia since 1937.....which was the beginning of the Second Sino-Japanese war which eventually became part of WWII.

FDR declared war on Japan on Dec. 8th 1941 the day after the Pearl Harbor attacks. However, the USA were waging a secret war for over a year against the Germans. So we were involved just not officially. Hitler declared war on USA 2 days later.

WW2 started on September 1, 1939 and the US declared war on the Japanese empire on December 8, 1941. Germany declared on US on December 11,1941
