There are different ways of scrolling with a mouse:

1. Wheel on mouse
2. Left click on scroll bar arrow
3. Left click on scroll bar and move mouse

If it goes wrong on method 1 and not 2, I would suspect a faulty mouse. If wrong with 2, maybe a loose connection, faulty graphics or driver. Methods 1 and 2 use jumped scrolling of one or more line of text (several screen pixel lines) at a time. Using the wheel, the scroll distance can be adjusted via Control Panel, Mouse settings. Method 3 moves 1 pixel line at a time. With fast movement and a slow graphics card, the picture can break up.

Scrolling can also be via the keyboard arrow keys. The speed of this can be adjusted via Control Panel, Keyboard delay and repeat settings and, I suppose, could again be too fast for the graphics. If this is OK but not the mouse methods, it suggests a faulty mouse.

Additional to the other answers.

Check that the connectors on the monitor's cables are plugged in properly and screwed in (if they have thumb screws - some don't).

If it's not a loose connector or card then you may have an internal monitor fault. Does it flicker if you tap it lightly on the bak or side? If it does then there may be a loose conection inside. Don't try to fix that yourself unless you're a trained technician (I don't think you are or you wouldn't be asking the question) because it could be very dangerous.

Thanks for acknowleging your bad spelling. Well done. Too many people on the Answers forum can't be arsed to recognise bad English. If you use it again note that there is a small spell-checker facility just above the text box.

make sure your graphic driver is installed. Right click on my computer >> properties >> device manager.. If there is a yellow question mark on your graphic, it means it is not installed.
