It is a function of the variable X.
Or in other words, a function of the variable X is calculated by 3x^2 + 2x - 1.
Alot of times, instead of saying f(x) 'Function of X' people will just use 'y'. Its sort of like saying the word 'skin' in place of 'epidermis'

Yes. In math, a function is something where for every input value, there is only one output value. So, for example in the function above if you plug in x=1 you get f(x)=4...and that's the only answer you get. This is true for any value of x, so f(x) is a function.
