They can bid but Rugby nations are probally going to be favored over any where else. They want to be able to have a good fan support. The US will never be able ot hold it because not enough intrest from the fan base here. But hopefully soon, some other country besides SA, NEw Zealand, France or Great Britain or Ireland will get it.

Just to follow on from the answers already give.

Firstly you have answered your question as Japan obviously bid for the World Cup while not being considered a first tier rugby nation.

I would have to disagree with the answer above me, I don't think a lack of supporters is the reason for smaller rugby nations not get the world cup. I believe it id down to the way the voting goes. Established rugby nations will vote for other established rugby nations, in return for this the voting countries are gauranteed lucrative non competitive internationals.

I think you've answered your own question, as Japan made a bid for the 2007 cup and were favourites to be awarded it.
