You can start things like onions, potatoes, lettuce, radishes, broccoli and cabbage in early April. You want to wait until the middle of May for tomatoes. I have had my cabbage live through light snow and frost. I like it earlier anyway, there are less bugs to get into them.

After mothers day at the earliest.Its a good time for first planting wait two or three weeks to plant again. this will give you the best chance at a longer gardening season.

May 1 is average last frost date for your area, but most of us cheat even on that so you should be fine

Flowers? probably...vegetables? probably too early.We are in southern Indiana and most veggies just sit and pout till really warm weather like mid June.... except the cold weather crops like cabbage, peas, spinach, lettuce ,kale...broccoli .....etc

I not that familiar with how long the cold last where you are, but definitely wait till you are sure no more frost.
