Airhorns are by far the loudest - but they can often be too loud. I had one and had to stop using it 'cause it hurt my ears. I opted for a cowbell.

Cowbells are pretty cool and fairly loud. Bullhorns are good if you have the courage to be "heard" and can say clever things without getting kicked out of the stadium. Some people have even taken milk jugs and put just enough rocks in the bottom and then shake them (actually works pretty well and can be loud and annoying, just dont put in too many....they get heavy!) Or buy a good pair of thundersticks, many stadiums sell them and they are cheap.

Those plastic horns people bring to soccer games - they look like long funnels - are simple, yet they have a sound that just carries forever.
Also, airhorns are always good - but you can get into trouble for having those depending on the venue and the rules for the crowd as dictated by the people in charge.
