Last night I arrived home to find a car blocking half of my driveway. I wasn't able to park it inside. Would I have to call a tow-truck? Free of charge for me, right? or who would I have to call?

PS: Los Angeles, CA

Call the LAPD. CVC 22500 (e) makes it illegal to block a private driveway, and CVC 22651 (d) allows a police officer to order the removal of any vehicle blocking a private driveway.

The law in California says it's illegal (like against the law) to
block ANY driveway or sidewalk. You can't even block your
OWN driveway! A driveway is a driveway, no matter who owns it. Call L.A.P.D. and they'll have the car towed.

OMG i think of we live interior an identical apartment complicated! i might attempt leaving a be conscious on the vehicles that block the go out telling them that if their motor vehicle is hit jointly as parked illegally blockading the go out they gained't have any criminal rights for damages. Print it on a working laptop or pc and make copies as i'm particular it is going to take somewhat some. might a minimum of scare a number of them into parking responsibly.

I'm not sure who would have to pay for the tow truck, there isn't really a way you could get the guy to pay. But for me it would be worth paying to have the jerks car towed and impounded.

Start with the LAPD. If it's not parked legally they will be the ones who will call to have it towed away.

I agree, call the police. You can't let neighbors get away with stuff like this or they will start doing more ridiculous things.

I would start by calling the police and having that car ticketed....

or just go inside your house, come back out with a gun and shoot his friggin windows and tires out.
