Are there wild Doves in your area? I suspect not, but, if they are, the best way to get the pigeon breeds to stay in your Loft/Dovecote is to purchase a pair. You must remove the end Pen feathers from the birds to prevent them flying off. keep them well fed and their sleeping quarters clean. They will remain with you thereafter and when the pen feathers regrow , they will delight you in their flights. Best of luck.

I'll admit doves are pretty birds, but they're also dirty & disease ridden. You'll be spending the majority of your time cleaning bird doo from your house, cars, sidewalks, etc.

They like to nest in tall evergreens, like, Spruce, Juniper, etc..
