Yes it is...because it has a question mark at the end of it, and your questioning if it is a question, so techinicaly it is a question because you're asking people if it is a question, so yes it is a question and-ah your getting me tongue-twisted.

It is a question because it begs an answer, which isnt to say that all questions have answers.
