I know it means that the solution or something is appropriate or the best, but how did the saying come about?.

This saying came about because cats whiskers are so sensitive, that they know the simple answer to everything. In other words, "thats the cats whiskers" means that they are saying that that solution is the simplest solution, therefore one that a cat's whiskers would find.
