You are needing to find a person in the government? First, you need to find out which agency they work for...
NSA
CIA
FBI
Army
Air Force
Navy (including Marines)
etc...

Then you should contact their respective branch's human resources. You'd be surprised, but you'll usually get a call back. I've provided a link for the uniformed services, and you still might be able to find civilians through this same means if they're a civilian for that branch. Good luck!

There is no sure fire way of doing this and some times it just can't be done.

But - you have to utilize any and all Public records that you can have access to including the Telephone Book, City Indexes, Civil records including Law suits, Criminal Court for crimes, etc., Marriage Licenses, Birth Records, Tax Lien filings, Probate Court records for Estates, Guardianships, etc, Recorded Obituaries, Driver License & Auto Tag Bureau, and Credit Bureaus if at all possible. -
