What does it mean when someone "blows in your ear"?

Someone did it to me..and I don't know what it means.

There is a saying, "Blow in my ear and I'll follow you anywhere." It was made famous on a TV show from the 60's - Rowan and Martin's Laugh In. Perhaps the ear-blower meant it as an enticement?
