it's being managed. depends who micro manages. if you let congress, micro manage...
imagine you run a football team. now say your team isnt doing so hot all season, now a couple science teachers who are very prominent in your school say, hey we have a lot of pull here and we want this football team to do better. we will run the team because you coach cant do it...
maybe the coach isnt doing a great job but what makes anyone think a bunch of science teachers will do better, most likely worse. what we would need is a better coach. a coach with experience an talent.
