How do you make a perfect b-day party?

well...doesn't need to be that perfect (not boring). im turning 16 this march and i have a small budget here!

Happy Birthday first of all...
you can do smth like a halloween party, but less sophisticated... like telling everyone to dress in one color or in one style... maybe some balloons here and there, will make things exciting...try to convince someone close to you to dress smth cool for your party and entertain the guests...
and dnt forget the camera, everyone likes to take pics!!
