A lot depends on the size of the tank and the betta's temperament. A betta in a 5 gallon or smaller tank may tend to harass any type of fish. (Pleco, and other algae eater aren't prime target as they are non betta like.) Also short of an Oto algae eater other types will out grow the tank. (An Oto will also need extra veggies, or algae wafers as food in a small tank.)
Honestly I recommend a mystery/apple snail. It eats algae, and left over food. It can't reproduce without a mate, and even then not fast enough to over run a tank.
PS- Note that some betta are just plain mean and antisocial. I have a betta I named Snail Slayer.

Depending on the type of sucker fish you want it should be fine. You don't say what size tank you have though, if it is smaller then 10 gallons then you should think about upgrading before you add anything.
You should never keep a female betta with a male except for the short time they are breeding. Even then you have to keep an eye on them or 1 may end up dead.

i agree with the snail suggestion and also for the caution against adding a female as a permanent companion in the tank - not a good idea to keep them together except when mating for the most part.
also, plecos (common sucker fish) start really small but can grow to 12-18 inches - waaaay too big for a small tank.
i've also heard some people say that bigger shrimp can live with bettas in 10G tanks, but others feed their bettas shrimp, so who can predict how that would go.

Yes you can have other fish in the tank with a male betta, as long as they are peacefull and non agressive. Two exceptions to this though Gold fish due to the different temperature they need, and Fancy tail guppy's because the colors in the tail seem to set male betts's off and he would probibly kill them.
As for cleaning the tank, I have found that Apple Snails seem to do a better job, and Bettas get along with them.
I have one male betta who has adopted his snail and chases the other fish away if they are bothering it, lol

Yes. Like an algae eater? Sucker fish? Yes we had one in with our Goldfish and they all loved each other very much.
We also had a sucker fish in the other aquarium with our Male betta and tetras. The tetras are not a good idea but the sucker fish was. Also, the little aquatic frogs in the tanks with the fish in like Wal-mart or Petsmart are good choices for betta tank buddies.

So you want to place a pleco with the betta... It should be okay though I advise you to keep a close eye on the betta, and if it starts attacking the pleco. If this happens and you want to still keep the tank clean, get a filter or just clean out the tank regularley.

No, its not a good idea. Male Beta's are also known as being fighting fish that constantly fight over food and territory. It's suggested that they be kept apart from other fish unless you're breeding them.
