I want to know were I can find out in the proces of taking my 2 cars outside the USA. do I have to pay taxes on them to take it out of the country

You won't be taxed for bring the cars out of USA but you will be taxed for importing the cars to a certain country. Each countries have their own rules. You will ned to check with the country's Import rules and regulations for importing cars.
