Nope. I know people who are still as bad now as they were 5 years ago when Yu-Gi-Oh came to the US. I went out of my way to learn the rules, formulate stragtegies, and become a Judge. I do get more Best Answers than any other person in Yu-Gi-Oh questions but that's because I actually give real answers. Half the people here are spammers and the other half don't know what they're talking about.

Well, it depends on what you did for that 5 years. Sure, you could have been playing for 5 years, but did you always lose? If you never won a match in that 5 years, that would be the opposite of expert...

On the other hand, if you have a great deck and have won a lot, yeah, you would be an expert.

Well to me it doesn't seem to matter how long you've been playing yugioh. I think it depends more on how you play. A new player could be considered an expert if they are really good at it, while someone who has played for a long time and lost every game, can still be considered as not expert.

yes but it probably also depends on your deck
it's one thing to play well and another to have a good deck
keep on playing and vs. other ppl u dont normally play with
