Go to your local animal shelter and ask them if they have "gift certificates" - many do. Then you can give this to your friend. Your friend can be put on a waiting list at the shelter and when a rottweiler comes in, they will call your friend. This way the dog will already have its shots and be fixed, so your friend won' have to pay for that!
Also, NEVER give a live animal as a gift. People need to be prepared to house an animal and care for it. If you want to give an animal, always give a gift certificate. If the shelter doesn't have these, make one up yourself - put the money aside for the adoption fee and go with your friend to the shelter to pick out the animal. ur best friend might want one, but check with their parents first to see if theirs a problem. Then worry about this problem. Rottweilers dont have to be expensivre everywhere, so look in different places. You can also get dogs at animal farm/center, or a shelter. The best thing is to think about how much money you are willing to spend and bring your friend with you when you go dog-shopping. Its not fair to the dog to buy it, then find ot your friend doesnt like it or has problems with it even if he/she likes it, and then return the dog. They're living creatures, dont treat em as clothes or something!

These dogs can be high maintenance and require special provision since considered a more at risk breed.
Before I would consider such a purchase for anyone, would be absolutely certain this person is able to provide the needed care completely for this type dog for they do become large and require specific care.
If determined this is the type to be purchased, compare prices among breeders but also check at local animal shelters for would not be surprising to see that many think they want them and then do not.

Pets are generally a bad gift. You friend will spend 14 or more years with a dog and needs to choose the dog herself. You could get her a gift certificate to a breeder (a lot of pet store dogs are from "puppy mills" and make poor pets), or tell her to pick out a dog and you will pay for it.

They cost a lot to keep. Be sure your friend is able to afford your own genorousity first. i would love to take care of a dog -but because i rent privately, they could throw me out after two months. So what would I do with a dog if I was left on my own.

Get a Rottwielier figurine.
Are you sure your friend really wants a rottwielier? I don't want to see him/her abandoning it, or not caring it after several years.
Goto an animal shelter or ASPCA etc.., if you're lucky they'll give it for free.

You could adopt a puppy from the pound. Often people put ads in the classifieds for free puppies, too. Or do you mean it'll be too expensive for her to take care of?
