Who won the Nullification controversy, South Carolina or the Federal Government?

This is not so straightforward. On the one hand we can say that the Federal Government worked because it showed that it could enforce its will, South Carolina sort of backed down, and the other southern states did not support SC's actions. But on the other hand SC remained defiant, effectively did get its own way on the substantive issue of the tariff and initiated debates in the South which ultimately led to succession and civil war.

Evidence: SC didn't break away until after Lincoln was elected several decades later. And even then, they were dragged back in.
