First of all, people fear (and thus hate) the unknown, and the evil (or what they are told it is evil). Second, they dislike things that are different from their own (like different religions, culture, beliefs, policies). There's a big difference between hating and disliking.
During the last 40-50 years (after the creation of Israel and the oil crisis in 1972) Americans, Europeans, and Asians have been told that Arabs are evil, and our economy is in ruin because of the Arabs and their greed. We have been taught to fear them, hate them, don't trust the Muslims and Islam in general, because everybody knows all of them are evil terrorists and fanatics shooting down airplanes or flying them into buildings. The Arab world is a great unknown to the Western societies, but hey, it's easier to hate them than educate ourselves, try to undestand and comunicate. When was the last time you saw a movie about Arabs and they were not terrorists ?
On the other hand, the Muslims have much more detailed information about the American (and Western) society, culture, values and way of life in general. But they dislike and despise it, as it does not go well with the teachings of the Koran. Of course, during the last 2 decades they started to really hate USA. But I guess that's normal, after invading their countries.
So, the most hated people (and countries) are the Arabs (especially those who have oil, yummy !!!) and of course we have been told they are (or support) terrorists and we must go there and kick their terrorist asses for the sake of democracy, freedom, world peace and our way of life. I guess about 3 billion people in the world hate their guts and wouldn't mind to see all Arabs extinct. Wouldn't it be nice for us to have at home a "nuke Arabs" button ? How many of us would press it ?
There are less than 1 billion Muslims in the world. Let's say all of them hate USA and Israel. But how many of them would blow themselves up to kill some Americans ? A few thousands ? Maybe tens of thousands ? And if so, why only so few of them have done it until now ?
Let's not play the martyrs. We are not the most hated ones.

I hate Albania!
And by the way, "most hated" and "most loved" are only measures of how influential something is. Frequently you will find polls where the "most hated" and the "most loved" of something are the same.
It is true that you won't find many people saying that they hate Albania. That is not because they love Albania, it's just because they don't care.

This is a difficult question, and changes throughout time. If you asked during WW2, it would have been Germany throughout the Allied world and the various allies throughout the Axis.
Today, it varies as to whom you ask. I know a great number of my fellow students hate America, or more selectively the Bush administration, because of their actions in Iraq. Others dislike the way American culture seems to have 'conquered' the world.
In America, I imagine it would be Iraq, although this would depend on the person you were asking: there is an ironically large and growing trend of Anti-Americanism within America. The song "American Idiot" by Green Day, is brought to mind.
Thus, in general, I would imagine America would be among the top ranks, but as "hate" is an emotion, it is impossible to pinpoint, as opinions will vary.

Us as in The US is the most hated country in the world! This fact is partially our fault for flaunting our superior way of life and part of the blame falls into an envy catagory. Some folks around the world hate us for not helping more with their problems and some folks hate us for trying to help at all. But don't forget the American life style is also probably the most loved in the world.

The US. Personally, as an American, I don't really give a **** if the rest of the world hates us or not, but it seems funny that as the most hated country in the world, everyone wants to come here.

Probably the US. A friend of mine went to France a while back and he said that people didn't think to highly of the US. That was over 10 years ago, I wonder what it is like now. People think that the US should stick to their own business, but somehow the US thinks they need to police the world's business, which is wrong. Like the new Iraq being democratic. Who decided that, Iraq or the US? Probably the US.

It's probably a close race between The USA and Israel.
Point of order:
People don't hate COUNTRIES --
PEOPLE hate PEOPLE or
PEOPLE hate NATIONAL POLICY.
So it might be more proper to say:
"The most hated culture",
"The most hated foreign policy" or
"The most hated people."
