Most probable reason is - you are missing the driver. Driver is a software program that's needed for your hardware (CD-DVD Drive, in this case) to work properly.
Most Windows versions support CD-ROMs by default. That's why you are able to read the CDs. But since DVD is a new technology, you'll need to install the driver separately. You must have got a CD which came with your drive. It should have the driver.
If that doesn't work, make sure that you've connected the drive properly. The CD Drive has jumper pins in the back. Make sure that the jumper setting is alright.

It usually happens when the lenses get weak. The combo drives uses different lenses for CD and DVD and my guess is that the DVD lens must have become faulty. I don't know where you live, there are people who can replace that. Or you might just want to change the drive. It happens all the time with optical drives. :)

Are you sure you have a DVD drive? If you are then go to the manufactures web site and download the latest drivers for it.
