Your local landscaping yard should have a product called "playground mulch". We have it. It is a light colored wood that does not splinter, smell, or rot. It is heavy and large enough to not get into the shoes or knocked around by hail.

Hm, the closest playground to us has a lot of mulch and I steer my son away from throwing it. He's allowed to pick it up, sure, drop it, scatter it around. But we are working on (with mixed results) "we only throw BALLS" and that wouldn't fit that. I wouldn't get into someone's face about throwing it, but I could see being mildly annoyed if a few kids were having a mulch fight in one part of the (smallish) playground. Because if they are, say, having a mulch fight by the slide and I don't feel like getting pelted with mulch, well then, I have to decide if I walk into the middle of the fight or just skip going over there, you know? If it was a toddler and his mom, though, I'd assume that mom would move the mulch fight if me and my son headed over to the slide (or where ever.) It doesn't really "bother" me if other kids and parents have different rules, but it can be challenging. Our local playground has large stepped stone wall on one side that the bigger kids love to climb onto and jump off. My 21 month old would desperately love to climb up and jump off a three foot high stone wall, but he's really not agile enough yet. So when other kids are doing that I need to spend a lot of time distracting him...but I don't blame the parents for letting them.

To be honest I had never though of using it in this application, but cypress mulch is one of the best for deterring insects. I don't know how easy it is to get where you live. When I lived in southern Louisiana you could buy it at any Home Depot. It is more expensive that pine mulch, but pine mulch will attract insects.

If you are looking for a cushioning mulch, then go for a shreaded bark.
Probably a red cedar or pine since you would want something that smells good. White cedars and some others have a more potato smell that is not desirable.

use wood chips if there is a line clearance crew near you talk to them ,they need to get rid of them and might just give them to you.it would be best to give them something for it .when i was climbing trees for the power co.if someone would give use some beer we would give them as many wood chips as they could handle,but you will get chip that are from the trees they have triming at the time..

if you dont want the bark and sand tracked into the house try a 3 or 4in. layer of pea gravel...
