You need at least 1900. I got 2 perfect scores in math and reading, but my writing score was only 720, for a total of 2320. I only read this SAT guide, and that is how I got such high scores:

Hate to be a pain but it has been my experience that this is the wrong way to think about things. Admissions officers won't really give you an answer but they can tell you what the average score was for classes before you. Mostly they want well-rounded applicants. So if you don't do well on the SAT then you might be able to make up for it with a good GPA and resume of activities and volunteering. Rutgers and Penn State are huge schools so they probably accept students with a greater range of scores. But if you have your heart set on these schools a good SAT score might get you into honors programs that have nice perks.
