Ive always heard it as 'Its black over Bills mothers', but I suppose bill is short for William.
I think its something to do with William Shakespeare, he was from Stratford Upon Avon and if the sky looked dark in that direction, the East Midlanders would say the phrase.
Are you from the East Mids by any chance?

On Detroit weathercasts, people say, Windsor to the north, which doesn't make sense, because everyone knows that Windsor, Ontario is south of Detroit.
Sometimes when I watch the Weather Channel, I go into a hypnotic trance from the repetition of the phrase, "Winds light and variable."
