Some of them are for someone who has died from cancer some for people who have died for another diseaes and some for people who pass away who werent sick! It is just a memorial for someone in their life that they have lost! I believe they put the candle in the bag so the wind cant blow it out it is like their spirit burning on! I learned that when I did the relay for life!!!

Well there are a few reasons that I know of. Celebration of a religious holiday, someone close to them has died of cancer and some are just lawn ornaments.
