Depends which one you mean ?

For instance the one at Arlington was dedicated in September 1866.

There is no real national memorial to the Civil War because in the Nineteenth Century it was not considered as a job of the National Government to build such a memorial. The States on the other hand placed thousands of monuments over the battlefields of the war but only after veteran's groups had bought what would become, in a later time, the National Battlefields. Also it was possible for families to get monuments for a veteran's grave.

So the United States never built an official memorial to the War Between the States unless you call the many battlefields and cemeteries that are set aside for the War Dead and veterans.

The one near Arlington House was dedicated in September 1866. The African American Civil War Memorial in Washington DC was unveiled on July 18, 1998, and opened to the public in 1999.

You need to be a bit more specific. There are literally hundreds of Civil War memorials in the US.
