I only know the law in the United States.
F-1 = visa for academic or language studies .
M-1 = visa for non-academic or vocational studies .
Your student visa does NOT allow you to have a job while studying. Your first year's tuition to the school must be totally paid in advance of your school year. If you quit school, your visa is revoked.
I think there are some small exceptions...if you have a part time job on the school campus, that could be allowed.
Other exceptions are allowed if it is your second year studying on your student visa.

Student Employment
An F-1 student may not accept off-campus employment at any time during the first year of study. Practical training, involving course-related work, is limited to 12 months. To obtain practical training work authorization, students must have Form I-20 endorsed by a Designated School Official and obtain USCIS approval on an Employment Authorization Card.
An M-1 student may not accept employment, except for temporary employment for practical training.

Student visa applicants must establish to the satisfaction of the consular officer that they have a residence in a foreign country which they have no intention of abandoning, and that they will depart the United States upon termination of their student status.

Well, I don't know about the rest of the international community, but America has a very large number of colleges and universities that offer courses online. In many cases, you can earn entire degrees without ever having to step foot in a real classroom. I don't know how to fix your financial problems, but, if you can manage the money, and computer access, of course, then you can study while working abroad. Good luck.

Yes, you can earn, while studying. Choose a destination, than apply for admission and registration with University and Placement Agent respectively. You may get both simultaneously or one by one.
