For one, there are different degrees of shared body and walking might not be an option. At this time, many can be separated surgically. In theory if there were non separated twins who could walk and had two brains, they would learn co-operation. There was long ago a story of grown Siamese twins (maybe from Siam) who with a circus (?P. T. Barnum or Ripley). One (or both) got married—now that took real co-operation!.

If I'm not mistaken from what I've heard about Siamese twins is that one of twins tends to be more dominant in the control over the shared body parts.
