I try to be courteous and respond when people speak to me.... I would want them to do the same......

I think it depends on the Neighbor and Neighborhood.
When I say Good Morning to my Next Door Neighbor we always strike up a conversation.

The thing is when people are going to work and you say good morning to them it's an insult. Just say "Morning" don't say good. Because most people don't see going to work as a good thing.
