Stairs outside of a building, mainly a house, are much less in number. Inside - most staircases have about 10 - 14 "steps", while outside - mainly about 3 - 5 "steps". I'm guessing that the name for the indoor version came from Staircase which is mainly a wooden frame. Outdoors, we don't have Staircases since they are concrete and built right into the porch.
In the Bronx they call the outside stairs "Stoops".

I think it's more dependent on how many there are?
If there are only a few they tend to be called steps and if there are many they are called stairs.
Most of the time there are only a few steps leading up to a house (on the outside) whereas the stairs lead from one floor to another and are usual longer.
So I would say it depends on how many steps/stairs there are?

Actually, I call my inside steps steps and I call my outside stairs stairs. It really doesn't matter what you call them!
