Ive seen them before, I think they are markers if you use the SOS phones on the hard shoulder. Tell them which marker you are near and then a Traffic officer can be with you quicker.... ( I think )

It's probably a distance Count down marker to the next Junction, Lamp post or Gantry etc. Ask someone who works on Motorway Maintenance. There are Red and White stripped distance markers on every Motorway.
