Your basic question is, how do I convert from minutes to hours. Obviously if you try to convert 60 minutes to an hour you will get only 1, which isn't a decimal in the sense we usually mean, unless you write it a 1.0

27 minutes as regular fraction of 1 hour= 27/60.
Reducing by a common number [3 in this case], you get 9/20.
Dividing the numerator by the denominator you get a decimal
fraction equivalent of 0.45 or 45%
{Check; 45%=45/100=9/20.
9/20 of 60 =3x9=27; so 27 minutes=45%of one hour}

divide it by 60 because 60 is the 100%. So, 27/60 is 9/20. Convert this to decimal would give you 0.45.

You could easily turn it to a percentage
Multiply 27 x 100 now divide that by 60
= 45% or 45/100 or 4.5/10

Are people seriously telling you 27 minutes is .45 of an hour???

If 30 minutes is half an hour - 0.50 in decimal or 50% than how can 27 minutes be 0.45 of an hour - 75%????

The minutes have to be divided by the hour.
1 hour = 60mins .
27mins divided by 60 mins = 0.45 of an hour.
