Boy what a loaded question. I guess you know that the answer is going to be "in the eyes of the beholder".

My answer, in the contemporary field, would be Roy Orbison, I am not sure of the spelling, but this guy had the greatest range on any singer I have ever heard. Smooth and silky. His only trouble was he came along in the Elvis era and did not get all the recognition he deserved.

There is no such thing as the best ever. One person might be the best opera singer, but couldn't sing rock to save his life. The Best rock singer in the world might sound horrible singing singing Native American chants. The Best country singer would butcher an opera. The best yodeler couldn't sing a Britney Spears tune. So, as I said there is no absolute best.
My favorite voice of all time, though, is Freddie Mercury.

That is a loaded question because there are so many different categories of music. Some would say Maria Callas or Mario Lanza or the great Caruzo in classical, others for Elvis Presley in rock,Sara Brightman for classical pop, Barbra Streisand and Tony Bennett for pop/jazz, You must be more specific.Frank Sinatra and Bong Crosby for pop and or culture music.

Billie Holiday. Her voice is the most unique among singers of the 20th century. Her song "Strange Fruit" is still controversial, even though it was recorded first in the late 1930's. This song quite possibly was the spark that started the civil rights movement. My choice...Billie Holiday.

Karen Carpenter. No one has ever matched the range and melodic sound of her voice.

A close second in my opinion is Ann Wilson of Heart.
