I have tune up 2006, and registry mechanic, but even after running them, after words is no great difference. I have almost a gig of ram, and it was very fast till just a couple of days ago when I noticed it. Help Please, I cant afford to be ripped off again by a repair shop, I know some one has the trick. Please???

It is probably because over time you have installed a bunch of programs that load when your system boots up. I use hijack this to take out all of those. My system runs fast, boots immediately, and shuts down immediately. The program is a little advanced though.
An easy way to keep these unwanted programs from running at startup is to click start, run, type msconfig, then under the startup tab, disable all of those and see if that helps. It should work wonders.

my guess is that your hard drive has some bad sectors on it. run chkdsk on all your drives. even better, there is a program called spinrite on the web site www.grc.com that will work wonders on all hard drives. it is not free, its about $60, but I can assure you it is well worth the price as it can fix most any hard drive errors that exist. I have been using this software for over 15 years, and never once regretted the purchase.
keep in mind that windows OS's monitor the hard drive trying to maintain the file system at all time, defects on the HD cause high CPU usage trying to work around these issues while at the same time trying to respond to user demands. windows will never tell you that you have HD issues.
If you can say 100% that your hard drive is healthy, then I would suggest that you get a good registry cleaner regsupreme - www.macecraft.com, $16 it has never failed me, and never left my computer messed up.
do not trust only one virus detection program, get a second opinion from other virus detection programs, there are many free online virus scanning web sites out there, try them all. ex trendmicro has the best in my opinion.
being on the net will not affect your CPU usage, thats completely bogus where ever you got that info from. however an older less powerful PC might show high CPU usage on downloads only.
my bet is HD defects first, then undected viruses followed by registry errors.

I'll bet that you have adware/spyware running that you don't know about; you may have suffered a "drive-by install" while surfing. Go to Download.com and download these two freeware programs:
Ad-Aware-
http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10639408.html?tag=lst-0-1
Spybot Search and Destroy:
http://www.download.com/Spybot-Search-Destroy/3000-8022_4-10401314.html?tag=lst-0-1
Run them both-use Spybot first. Spybot will "immunize" your PC against many new threats, as well. It will also ask/alert you when you are installing new software, something which requires a registry change. Therefore, if you are NOT installing something, and it alerts you, you know that something is wrong.
AdAware will catch some of the things that SPybot misses-the two in conjunction will catch & stop at least 99.9% of your problems.

try to reduce the number of tasks your computer has to operate, ie all those applications, anything that shows up beside the clock in the bottom right corner takes up PC resources, your computers boot times will suffer too because it has to load everyone of those before it starts, try disabling always scan with a virus checker and set it once daily or so
