If it's against your culture to go out with a girl, then how do you ever meet someone and get married and have families? Are you okay with your parents forbidding you dating forever?
I would talk things out with my family before going ahead an involving another person in these problems. No girl is going to appreciate starting to be interested in you and then get hit between the eyes with your parents refusal to have her in the house or not treat her with respect. Solve one problem before creating a double problem.
You didn't say where you live or what culture you come from. If your parents are recent immigrants, they may already understand that things are done very differently wherever you live and that it's only a matter of time before you accept different standards than they believe in. They might need some time to accept it in their minds. But if you live somewhere where seeing girls is not normal behavior, then it's up to you to decide what the consequences are for deviating from your society, and are they worth it? Remember to think whether they're worth it for the girl as well as thinking only of yourself.

Love conqures all. If you become like a best friend to her, and if she loves you back then background wont matter between you two. Im also 16, and I once met this girl who came from a strong christian family. I really liked her but her family told her she couldnt date. At some point I told her that I liked her but this was after I really got to know her first. She said that even though she wasnt aloud to date she liked me too. Truth is we never really were able to date because her family moved(not cause of me) but we never stoped being good friends, and thats really all that matters. New girls, and better girls are alwase out there and sure enough I find this other girl that I love...not like but LOVE. Give time and pationts. Show her kindness and friendship, and if things warm up between you two then go for it.

Depending on the situation if you like this girl then just be friends you are too young for relationships your parents would not stop you from having friends surely and at the end of the day having lots of friends from all cultures is fun.

First, I just want to ask... why is it against your culture to date girls? How are your supposed to get married if you can't date girls?
For your question...
You need to ask the girl out. You can't just decide whether you want to date this girl and risk being thrown out of your house by your parents when you don't even know if she likes you back.
But if she does...
Then, it really depends on how much you like the girl and how much you're willing to risk for her. Are you sure you really, really, really want her? Are you sure you're willing to risk your parents' anger by going out with her? Is she worth it?
Keep in mind that you're only 16, you'll find more girls as you go older. The choice on whether to date this girl or not depends solely on you and your feelings. Determine how much you like her and then move on from there...
