If the owners of the vehicle are out of town, the police will not be able to do anything. They can't shut the alarm off. Just wait for the battery to run down.

Call the police and tell them the Alarm is going off and they will come to investigate and will wake up the neighbors to see if anything is wrong. tell them it has been blasting for an hour, but they may ask why you didn't call sooner.
