What does the bartender do when they say that? Do they always say it out loud or does it depend on the place?

Last drinks mean the bar is about to close, so if you want another beverage be quick. Generally it's about 10 mins, but can be longer/shorter depending on the establishment. After that time the bartender refuses to serve any more drinks, and starts to clean and pack up the bar area. Generally they try to make sure all patrons have heard the call, Occasionally you could miss hearing it if they don't have a PA system and are out of the bartender's view

Depends upon the bar/tavern/etc - - - most communities have absurb rules restricting the sale & consumption of alcohol so many drinking emporiums set their clocks ahead by fifteen minutes and aim to have all alcohol consumed before they run afoul of the law - - -- which translates into a "Last Call for Alcohol" a half hour ahead of closing time, for many bar patrons this is the moment to make the move on the certain someone - - - if they panic at grab for a drink they are most likely willing tio either hunt for that elusive place that sells liquor late or willing to go to your place for alcohol.

All of the bars that I have been to always yell "last call" and its usually around 1:45. Some bars will do it even earlier, which I think is a pain, but I can understand wanting to get the people out of there (by that time everyone is pretty drunk).

How it is announced or who says it depends on the place.
If an establishment has a 3AM liquor license and closes at 3, they will probably let you know around 2:30 that this is your last chance to order a drink. This will give them time to fill your order and time for you to finish drinking it before they close.

Usually the waitress will come around and tell ya that is last call and they ask if you want a last drink. Last call is a warning that they are closing soon and it is the cut off that they will serve the Alcohol to you.

The bar tender is just letting you know that if
you have not score yet then you bitter get your
azz a moving, because there is no time to wast.

they start closing down because last drinks means just that .
most places wouldn't risk their liquor licence by going any further past closing time and for the most part --- it is always called out .

depends on the place, smaller bars will announce it.

It really is just them telling you this is your last chance to order alcohol for the night.

Just before closing time he calls this out so the
drinkers can get another drink "In" before closing time.

there is a certain time a bar has to quit selling because it is the law if they sell after that hour they could lose thier liquor license
