Chlorine is used in most potable water supplies to kill bacteria. It usually isn't strong enough to actively kill the bacteria in the mouth for any length of time.

In the states many municipalities fortify their water supplies with fluoride compounds which help strengthen the enamel of your teeth, making them more resistant to decay. (You still must brush so there is a clean surface for this buildup to act on.)

It is fluoride added to water, not chlorine, that hardens teeth against cavities. Chlorine just sterilizes your water against bacteria and viruses. Lately many countries are choosing against putting fluoride in their water, citing health hazards that outweigh the benefits.
