Sometimes I wonder what you people are smoking.
Hovercraft fly in ground effect, within inches of what they fly over at best. They are all vertical takeoff, to the extent that they takeoff at all. Hovercraft are also very difficult to control compared to cars, and vastly less efficient, so a three person hovercraft wouldn't pave the way for anything.
What is all that political crud? I doubt it means a thing to anyone reading your 'question'.

Hovercraft are good in some applications but use a lot of fuel. It is far cheaper to build and run a boat or perhaps even a light aircraft.
