Depends on three things:

(1) How big is the tongue that does the lickiing?
(2) How much saliva a person who does the licking generates?
(3) How dainty or slurpy a person engages with their tootsie bar?

Given accurate measurement of the data for each of these vectors, there must be a formula somewhere on the web where you can calculate it in any individual case. I'm sure that this would make an excellent project for a Science Fair, or might even be financed by a foundation somewhere. Check out the manufacturer of the tootsie bars. Maybe they have some spare cash to dish out for independent research.

They tried a similar licking try on 20 volunteers and placed that the similar old licks to the middle were 252 licks.
