I would believe that the chronic liar would chronically lie about telling lies chronically, and thus would believe he is chronic.

Yes, first, logically chronic does not mean they are lying all the time and thus they can tell the truth on some, usually rare, occasions.

This is not the same as if a person were to say that everything they say is a lie, which is an impossible contradiction and a classic logical paradox that has even been used in various scifi shows as a way to lock up a computer that would try to compute the logic.

Yes, because if he lied all the time that would be an excuse, but wait! He could be a spy or an alien!? I don't know! My final answer is no!

Well yes you have to believe him, because if he isn't a chronic liar -but says he is- then he is lying which therefore makes him a liar... perhaps not a chronic one... but a liar non the less.

Yes, and don't let him become your friend. He is a con man and has told you this supposedly in good faith but he makes out that you are the only one he has told. This is meant to make you feel special, that you are privileged to know this about him. You will then think that although he lies to others he will not lie to you because he was so honest about his lying. This is the trap and he will take you for everything he can because you just can't believe he could lie to you. He can and he will. Believe me.

No mate.I think that if a person is openly going to call themselves a liar then they are a fool. Who is going to trust anything that a compulsive liar has to says. They will always be the first person to be suspected of anything.

Yes, but I would be very surprised at his ability to be honest about that and I would find myself being very supportive.

Chronic liars are usually people with a lot of problems, especially with self esteem.
