Hypothetically,if someone is going away on the 31st March to norway, what is the latest date by which they can try and get a replacement? And if they don't get a replacement, does that mean they can't go away?

You can do it online which takes about three weeks (obviously you have to send the correct photos etc). Otherwise go to the nearest passport office, fill in the form, hand over your photos and money and wait - but make sure your photos are acceptable. There are other ways. Check out the internet, it's pretty straightforward if you're a genuine UK citizen.

You would have sent in payment when you sent in the form for your passport [along with the pictures, etc]. Calling the passport office wouldn't cost you anything. We have no way of knowing whether your passport will arrive by the time the operator there gave you. When the passport offices are busy, it can take 6-8 weeks to get it, unless you pay to expedite [not extradite!] it.

If you dont get a passport you cant go! You can get one in weeks and even in a day but you would have to go to a passport office for one in a day and there are only a couple in the UK. Go to the post office and see what they can do for you!

February-April is the busiest time of year for Passport Services, with Americans planning spring break and summer trips. The best advice is, “Apply Early!” Or even “now’” if you might be checking out deals on airfare or hotels outside the U.S.

If you are traveling or need your passport in order to get a visa within the next 10 days, please call us at the National Passport Information Center or use the link below to check the status of your application online.

If you have already applied but will not need your passport within the next two weeks:

Don't worry, please!!! There should be no need to contact us at this time. Our goal is to make sure that no one misses a trip. We have added staff and are working overtime across the country.

Checking the status of your application: You can check the status of your application online. Currently, it is taking up to 7 days for Expedited Applications and up to 3 weeks for Routine Applications to be tracked online. Please allow that much time before contacting us to check on your application.
