Any one know of a list naming the countries that have been having unusual dry spells the last years?

All the countries are affected by the weather changes.
I live in Europe, so I can tell you all the countries in Europe have suffered from massive drought, floods, and unusual weather changes in the last years. Fortunately, such countries still have good means to fight these conditions, and you don't see anyone starving in Europe because of the drought.
Poor countries in Africa (Ethiopia, Sudan, and all the countries south of Sahara desert) and Asia (southern India, Bangladesh), countries of Latin and South America, etc., these are the most affected by drought.
The Sahara desert (and all deserts for that matter) are advancing in every direction by dozens of kilometers per year, transforming fertile soil into sand. That means death by starvation for millions of people each year, unless they move. But go where ?
Half on Amazon forest is gone, and what is left behind ? Some reddish soil, which is good for agriculture only for a few years, then it turns into desert. Look for satellite photos on the Internet, you'll see what i mean.
In conclusion: the poor countries suffer the most. And we come next. Soon.

Parts of Australia has been in drought for 11 years.
That's fairly unusual.

You want to look at the Southern Pacific Oscillation or
El Nino/La Nina , or more catastrophically the theoretical Gulf Stream shutdown.
