The government has no control over terrorism. It is like the gangs and criminals here, if they are caught, there is only slight, if any, punishment.

You have a strong hatred for someone or something. The hatred may be a result of your bad experiences in life, preaching by someone, out of necessity or compulsion and so on.
Then you try to vent out your feelings through accepted social and legal channels .. and you find no support for your ideas. Further, you feel you are oppressed and victimised and entire world is against you.
At that moment, someone gives you a gun and tells it is high time to take revenge on the society because everyone is again you!!.
You do not have a well wisher who can guide you properly. The result is ...."Birth of another Terrorist"
Why do you blame governments ?
It is our social and economic structure, value system, religious life, family bonds, education etc. that mould an individual's life. Governments are only facilitate things to happen if someone wants to improve.

Govt can have some control over it but not necessarily Also they can create it or nurture it by being corrupt and keeping the people poor and un-empowered. Not using diplomacy between countries or the practice of favoring one country to the exclusion of others can encourage it as well.

without the support of the government no terrorism can exist.
it has to be connected with the ministry to prevail.
