well then..u shld be yourself and not try to be other people..everyone have its own special inner & outer qualities..don't worry..you will have one when the time is right..chill..don't be too affected over not having a girlfriend..fate will meet you with some beautiful girl there..=)

Try to meet some girls, and get to know each other. If you find someone interesting, be a friend of hers.
Start it small, then when everything is going stable; try to be more appealing. Let's say, remembering to smile at her everytime you pass by her.
Or any simple stuffs that would leave a good impression.
As you go on, feelings of both sides would be changing.
Then, start acting; but never too quick.

Its just a matter of stoping being shy. Just go to places where you can find people with your same interests and meet people. from there you are only a few steps at finding a girlfriend because its so much easier to talk to someone who shares something with you.
I know its dificult in parties but you could try gathering places in the web like forums or webchats. Just try it, not everyones is as shallow as we think.

You didn't give any details. Is there a particular girl in mind? I need details for example if you like bowling then you should look for hot girls at bowling halls, if you like dancing go to dance halls, if you have any hot single neighbors try there. PS Church never hurt either.

Gee man get some balls!!! Be confident for one, and be the one who can ask the questions!! This will get the girl...but just don't be too quiet girls hate that!! Be yourself an things will even out smoothlly!

Go out, socialize. Dress nice, look bright, appear confident and maybe a little self sure. Girls love confident boys.
