my 14 year old has always had a problem talking. at home she talks all the time but her teachers and other people say shes really quiet. if someone talks to her she very rarely talks back, could it be selective mutism?

It's possible that what you are describing is selective (elective) mutism. It is also possible that it is a form of social phobia (social anxiety).

Does she get anxious/blushing/tremor/stammering?

That's quite odd, my first reaction to that would be extreme shyness. I've never come across anyone like that before. Maybe try to get her more involved in social events.
